Bolt heads rust badly

They have been on my car for five months now and the bolt heads are so rusted that I had to use a wire brush to insert an allen wrench to change the car. I would recommend stainless steel or some kind of plated screws. Too bad they rusted my tag. I live in Florida so rust shouldn't be a problem.
