I replaced the CPU cooler in the finished PC with a CoolerMaster Hyper 212 LED, but the fan on the OEM motherboard was running at higher speeds as needed. Because the Hyper 212 had a much larger fan and heatsink than the stock cooler, it could run much slower than the stock cooler and have the same cooling potential, but there were no fan control options on the OEM motherboard. The high fan speeds generated a lot of noise that got annoying very quickly. Installing one of these adds resistance to the fan and reduces the voltage the fan receives, which in turn reduces fan speed and overall fan noise. They work really well and the 3 pack allows me to have extra parts for other PC builds and/or case fans.
