With California's ever increasing electricity rates, I bought this to try to stay cool rather than turn on the air conditioning. This personal evaporative cooler works incredibly well! With a simple USB phone charger, it just works with a simple fan that blows air through a curtain of evaporative water impregnated with a bottom water tank. You should not place this device more than a few feet from your face so that it cools you down completely. The fan is relatively quiet - not loud, but quiet. You can set it to one of 3 speeds - low, medium and high. Very quiet at low speeds. I use this in 90 degree California weather with 25% humidity and it works very well. In places with high humidity, your mileage may vary. The water tank lasts about 4-5 hours with high fan speed. All in all, for $25 this is a fantastic buy!
