Yes, it comes with screws. Yes, it comes with tape to hold it in place while you tighten the screws. There is only one screw, the smallest. The other two screws, which are longer because the plastic is thicker in two places, CANNOT be screwed in, they just fall out. As a result, with just a sticky pad and the smallest screw, there is clearly not enough latch to open the can. And whoever asked, it might work if you're one-armed, but only if you have enough arm strength to hold a heavy can in your mouth and twirl it around. How it was possible to tighten three screws vertically, I don't understand. Hope that helps.
