I don't know about other states outside of the West Coast, but our tags/stickers are in the bottom corners of our plates, not the top. This framework is actually turned upside down for such records. It didn't hit me when I bought them, but it certainly did when I fitted the frames to my car. I had to drill holes in the top of the frames so I could use them with my panels. This was an easy fix for me as I have the tools for it, but BEWARE if you don't have a drill! In general I like the look. I would like to cover the bottom holes but I don't think they are that noticeable. The frame is metal and has a solid construction.
