Complaining that this tool doesn't work is unreasonable. The brake disc can drag in two possible places when the wheel is spinning freely; at the pads and at the edge of the slot in the heat shield toward the front of the caliper body. This shim just keeps the rotor from rubbing against the pads and they do a good job in that regard. To prevent the rotor from rubbing against the heat shield, care must be taken to position the rotor as it passes through the slot in the heat shield and ensure the rotor remains centered when the caliper mounting bolts are tightened. This seal does not help in this regard, since it is not designed for this.
