Made of cheap steel, not powder coated. Look at the corroded metal with what looks like stickers under a thin layer of paint. The instructions were also inaccurate and did not match the information on the packaging. Also note the poor quality of the fittings - the head on one of the bolts was not even round, completely off-center and deformed. Made cheaply at sea. Would be surprised if it lasted more than a few seasons before rusting to pieces considering how easily the paintwork scratches.
