The monitor is working properly; Multitouch was a problem. I found a solution: group policy editing which disables multitouch. That means only Windows 10 Pro or Enterprise can be fixed. For anyone facing this problem, you can disable multi-touch in Windows 10 by running gpedit and finding the setting ADMINISTRATIVE TEMPLATES -> WINDOWS COMPONENTS -> INTERNET EXPLORER -> "Disable page scaling function". " and set it to Enabled. Yes, it's called Internet Explorer, but it also works on a regular desktop.
