Be careful. I think they mean that the heater/fan mechanism is silent. It's not, but it's very low. However, the buttons are very loud when they turn on and off (which sometimes happens automatically depending on the setting) or when you need to adjust something, they emit a very loud beep to confirm you've changed the setting (temperature +/-, low /turbo, timer or delay). So if you use this to make your sleep more comfortable, forget it. He even wakes my son in the next room who is sleeping like a log.
