If you are looking for quality, Noctua is a good choice. I used this in a custom build targeting a non-PC application that's in the bedroom next to the bed, so not only did it need to be quiet, but it needed to have a nice soft whooshing tone. I'm happy with this fan, although as a Noctua fan I had a spare low speed adapter left over from a previous fan and used it in this particular application to make it even quieter. I have several Noctua fans and keep buying them. The gray "budget" kits do not come with all low-speed and extra-low-speed adapters like the brown/cream fan kits do, but they are all interchangeable.
