My largely deaf dog hears it
It's just a plastic whistle but our dog is deaf but still seems to hear high frequencies. It worked and was a lot better for the neighbors than the police whistle we used. It's still pretty loud and within human earshot, but it works, so I don't want to shoot a star. As for my neighbors dogs barking, it was the complete opposite. A few hits on that whistle and all the dogs around us started barking. YMMV.
