Zurn Wilkins 1-NR3XLDU 1 " Pressure Reducing Valve

I couldn't seem to get the outlet side to seal. I've installed the block twice (removed once and put new nylon tape on). Block is correct and tight but there was always a small water leak. my neighbor even tried it, same result. after two installs he said the hell with it. thread. don't know if it's leaking or not. kit looked like new new and never used. have tries to give it to a neighbor as he needs to replace his water regulator just eat the loss.
