The instructions are weak. Notice the back of the rivet, how far it extends into the area where the wider support arm meets the smaller one. The rivet can get in the way and prevent the larger support from being placed on top of the smaller one. I had to drill and set different rivets. It was hard to find rivets strong enough and short enough to work.
