Very difficult to install on wires

It's like a blue bull's hat. It's too small to fit through cables and screen hooks. It doesn't have to be a stretch. It should slide easily over the bar so you can put it on when the bar is dirty without getting dirty. Please, another 4 inches in diameter and 7 inches long.
