The size of a frame dropout determines the angle at which it is positioned. Maybe not at all. Weak metal construction. Only recommended for children under 5 years old.

Although the stem height is adjustable, the distance between the hole on the axle and the 90 degree end stop is not adjustable. One bike frame I've used had the dropout too big for that distance, the next was much smaller. As a result, you cannot control the angle at which he sits on the bike. Even if you tighten the nuts firmly, the bar can still be moved forward or backward toward or away from the child if the end stop is not flush with the dropouts. Also, the metal is quite thin. Places where it is flattened from the pipe tend to bend. I can solve these problems, but that's probably because the rider is five years old and rides bikes with small 12" and 16" wheels. Any more and I wouldn't trust him. The image on Woom3 where it is reset so that the rubber stop rests on the frame puts the bar too low and far back for practical use.
