Controller not working

Surge controller worked right out of the box, at the lowest flow rate it's still blowing my 40 breeder. I don't think the controller is working properly. I also noticed that several large sparks fly out of the connector when connecting and disconnecting. crap, i'm sending it back. Maybe I'll roll the dice on the Jebao SOW series pump, if it's a failure I won't do it a third time.
