My son is medium height for a 2 year old (just turned 2) and the 2T was VERY narrow. definitely hugged him like it would fit. Unfortunately, although he worked standing up, every time he crouched or moved, he was too small and couldn't move much. The legs were quite long but the torso straps were as long as they could be and it was very tight. I'll try switching to 3T and see if that works for him, although I know the legs definitely need to be plugged in. Also, it's a really cute style as the legs are slimmer and less baggy.
