Defective on arrival, dowel pins missing

I bought this item for a C5 Corvette. He didn't turn on at all. The plug was also very tight and could not stand up properly. This part was also missing the dowel pins that align the plate with the park pawl latch. Even if this motor works, it could eventually fail. Otherwise it only holds a bolt (latch).
