Frustratingly thin foam pads

I ordered this helmet for my 17 month old granddaughter to replace a 9 year old from my older grandson. I felt ok with the old one because 8-9 years ago it didn't see much action and the current toddler doesn't need it for anything other than getting used to wearing a helmet on riding toys. Now that she's learning to ride a balance bike, I wanted a new one. It has the exact same shape and strap as the old one, which was perfect because it fit well. This new one is very disappointing as the pads are twice as thin as the old one. ; consequently it is too big. It rolls over her head and catches her eye. She has a big head for her age - 90th percentile so I can't imagine it would suit someone younger. Both helmets have the pads glued on and have no additional pads to adjust the fit. I can't understand why they would fit with thinner pads. I also don't like the way Bell put the label; The zipper fits snugly through the forehead pad and through the ventilation hole. This left a large dent in the block. They did that to the old one too, and the foam never regained its proper shape. Bell could easily wrap the label around the inner plastic and do so more loosely so as not to damage any part.
