How certified? By whom? Of course it turned on, but was NOT recognized by the computer/MyHarmony. Since I have a brand new 650 (that's why I wanted another one for the room with only one TV/FRG player), I also tried the cable from it - same non-recognition. I think I'm crazy for swapping this for another to see if I just won the defect lottery with this one. However, something as simple as cable detection should be part of a certified recovery test. I thought there might be a bad one in the batch of devices Blutek Intl sells, so I reordered a certified refurbished Harmony 650 - and with the Return of the first attempt waited until the second has been officially sent out. And the replacement failed with the same problems - the computer cannot find the remote control. In fact, computers cannot find the remote control. Two W7 laptops, one W10 laptop, one professional W7 desktop. I can't connect to the remote control. All had AV and firewalls disabled. Tried every USB port on every device. I've tried using a cable from my new Harmony 650 that I got for Christmas (which made me want one for the other room) to no avail. I see other people who have recently posted that they are having the same issues. This tells me that the Blutek Intl seller is either not knowingly refurbishing and selling them when they are turned on, OR the Blutek Intl seller is sourcing them from a bulk processing location that cannot actually refurbish these devices. In any event, buyers should NOT purchase these "Certified Refurbished" Harmony 650s from the Blutek Intl seller as they DO NOT WORK. budget people.
