The UID is locked, but 716 bytes are writable.
So the UID is read-only, but you can still write all 716 bytes as they come in. I use mine as zips on bags and jackets to retrieve my stuff if it's lost and dropped off somewhere. I also wear it around my neck with emergency information. I assume they are strong enough to put on a collar with your contact information on it.
