Couldn't get 4K at 60Hz

I see a lot of feedback that 4K at 60Hz is fine for them, but unfortunately it is NOT working for me. Build and experience details are provided below. I use this adapter to connect my GPU (EVGA GeForce RTX 2070 SUPER FTW3 ULTRA+) to a 4K TV (TCL 43S515). At first glance, NVIDIA Control Panel has a 60Hz setting, but when you select it and apply the settings, it automatically reverts to 30Hz after a few seconds (same problem if you're also using Windows settings). I saw another reviewer with the same issue, except he was able to get it to work by toggling displayports. Unfortunately it didn't work for me - I tried all 3 ports and they all had the same problem. Even using the HDMI cable alone I was able to get 60Hz, so the adapter is definitely the problem. This is possible with the same GPU, TV HDMI connection and TV picture settings. On the plus side, build quality is good and it still works great at lower resolutions and refresh rates, so I still use it for a different setup. But I definitely wouldn't pay $16 for this adapter if I knew it only supports 4K at 30Hz, because there are $8 adapters that do the exact same thing. The whole argument for this adapter is 4K at 60Hz so I'm only giving the product two stars and I can't sell it. Should I return it? No, because I don't think it's very wise to increase the work of delivery drivers during the pandemic to save $8. But am I disappointed? Yes.
