Barely fit 31 " tires.
The name of these bags is a bit misleading. But first of all, apart from the size, they are exactly what I wanted. Storage. The dimensions in the Header made I believe they fit 31" tires but those dimensions are just 2D length * width. My tires barely fit in without cracking (one broke) and can't fully close around the tires. You have to have them sell with tire sizes that they can fit.
