Not unlocked, had to get a brand new plan.
I had a Walmart cordless phone and had to buy a brand new SIM card and switch from Verizon Towers to Att Towers which I don't like but the phone was clean enough and works decently. Condition is not the best, but usable. Definitely not unlocked. If this worked for you, then you're in luck.
