My Maytag Oven will not heat. I could see the igniter glow, but the gas was not supplied and did not ignite. A quick internet search revealed that while the igniter was glowing, it could still be bad. I won't go into detail, but basically the igniter is electrically equivalent to the "safety" gas valve. If the igniter fails completely, the gas valve will not open. However, as the igniter ages, its electrical properties can change, and while it is glowing it will not allow the gas valve to open. Gas valve failures seem very rare, but igniter problems are common. Replacing the igniter (very easy to do) solved my problem.
