I peeled off the old pads and removed the excess glue following the instructions.

Peel off old pads and remove excess adhesive as directed. No problem, I removed the backing paper from the new felt pad and glued it to the magnet. Then tried to peel the plastic backing from another backing and the glue stuck to the paper backing! I tried three corners and got the same results. It appears that the product has stood for some time and been exposed to climatic changes that have caused the adhesive to stick to the backing paper.
