Needs More Ink and Not New

Just opened the package today to test it out, I like the stamp but I'm disappointed for the price that the ink looks like it's already running out and the box on one side looks like it was already opened, someone may have returned it and they just gave it to the next person (ME).
It says New but it's definitely not.

Pros

I like the convenience of having the stamp

Cons

Over time, the ink used in the ExcelMark Notary Stamp can dry out and become less effective, leading to poor quality impressions
