Sturdy decking screw but head too big to sink into wood

They appear to be very strong but their heads are large and sit on the surface of the wood rather than sinking into it. This is just my opinion but I won't be buying more of these because if I use them on the ground I have to use another bit to push the head below the surface of the wood. Otherwise people cling to it with their feet. I'm not a carpenter, maybe I don't understand something?
