This is when you get what you pay for. The plastic it is made of is quite brittle and the area around the bonded lower tier is overly brittle. The unit arrived with the bottom tier broken off and a large piece of product packaging and shipping box missing. The only conclusion I can draw is that it was broken somewhere before it was packed and shipped and the missing part was still on the floor somewhere in a warehouse. Based on the looks and construction I would suggest saving some money and getting a better quality unit.
