Paint peeling and hardware missing

For just over $110, I expected a lot more. I'm missing two bolts (there are two more long bolts when the instructions say short bolts) and all 16 washers. Aside from the missing hardware, almost every part of the mount is either scratched or the paint has rubbed off. In some cases down to bare metal. I would understand if this was the case at half the price but for over $110 and with this quality I feel cheated. The instructions were also for the GM100 (5-1/2"), but that's the same bracket, just shorter.
