Doesn't work with AT&T UVerse

Purchased to install AT&T DSL (formerly UVerse). Surge is green, no problem. Connected to an RJ11 (telephone) jack and DSL does not work. When tested, the product works with modems but not with the 4-wire option. Further investigation found two wires only on the "Equipment" and "In RJ-11 jacks" connectors. So the product I bought specifically to service the AT&T DSL modem is useless. I will repurpose it for something else, but not buying it as a 4-wire RJ-11 security device. It's useless for that.
