Poor quality lighting and reflectors

I bought a Refun rechargeable lamp to mount on a bicycle handlebar. After a few uses the charger stopped working so I ordered a replacement. The connector doesn't make a solid connection and I have to replug it a few times to keep it in charging mode. Then the light just flickers on and off when I try to turn it on. I'm not sure if the charger or the light is the problem, but I know something isn't working.
