Light does not go out (completely)

Installed in a bedroom with a low ceiling. In general, everything is fine with the fan. I have two critical feedback points. 1) the low fan speed is still very fast and 2) the light is set to the factory switch and when the light is turned off it still glows at night with a 'halo' that brightens the room. I'll probably unplug the lights as we don't need them.
