Will not work for jumpers, chargers and portable power supplies

I bought this to power a 12V/8A air mattress pump. This power supply is designed for 12V/10A. That 2 amps should be a lot but when I tried to use the pump the power supply just pulsed. It tries to turn on for about half a second, then goes off for another half second and continues repeating this cycle. Obviously it's not powerful enough to deliver the 8 amps, let alone the 10 amps it claims to be rating. GARBAGE!
