This bag meets all requirements. I was looking for a handbag that could be used for training or daily dog walking and that would also fit my phone, keys and sm wallet without a bulky backpack. I can even put a small water bottle in the outer mesh pocket. The bag features two straps (a waist strap with a convenient buckle and a crossbody shoulder strap) and multiple zipped compartments to keep things within reach. I don't wear a belt, but the metal belt clip feels sturdy. My only downside is that the main compartment doesn't have a removable liner like I've seen on similar bags that can be turned inside out for cleaning.
