Severe voltage drop at the plug

I bought the "trailer end" of this product and I am very sorry. I bought this as part of a trailer wiring replacement. After hours of troubleshooting, I determined it was the connector. On the car side of the connector, the running lights put out 11.58 volts when registered between brown and white. When I put my multimeter on the leads of the Reese Towpower connector I got 1.5 volts. Needless to say, turning on the light was not enough. If you get that, the first thing I'm going to do is take a multimeter and read what your car is reading and then I'm going to hook this guy up and plug the wires into the appropriate connector thingies with a multimeter and see how much voltage drop you have. Once you've done that, think about connecting the wires. It should also be noted that the plug, once closed, is difficult to open again. As a result, I would definitely test everything without covering the power plug before sealing it.
