Heck if both bulbs only give one light level instead of three

My husband is telling me to go ahead and NOT return them just because one light level achieved seems to be 300 watts. Was the lamp bought to replace one that had two wattage settings, maybe 100w and 200w? but suddenly stopped working on anything other than 100w which is too dim to read. Since the one I replaced was a GE I stuck with it instead of the Sylvania when I read the reviews that YOUR bulbs had a similar "fault". Too bad that both bulbs are defective.
