Charges Webetop battery

I bought this charger to charge my Webetop portable battery while hiking. I've been using it to charge the battery for the past two days and found that the battery was only half charged after over 9 hours on a cloudy day. The second day was cloudless in full sun and he charged the battery to full capacity in 9 hours. Whether this is the size of the solar panel or the battery, I'm not sure. Just put it there. My only criticism of the battery is what makes it foldable: it flexes. It wasn't easy to find a space long enough to post it. It was only partially possible to throw it over a chair because it was windy (over 15mph) and it slipped off the chair. The packaging, as shown in the images, appears to affect the output produced as at least one or two of the panels are out of the sun when packaged. Foldability is good because it's compact: when folded, it's the size of a small laptop. In general, it charges well, it is compact to store and take with you, it is a bit inconvenient to put it in the sun.
