There are workarounds to tilting it down, but in the locked position when you unfold it straightens the air slightly upwards instead of horizontally. As for the noise, if you plan on keeping this a few feet away I think it will be quiet enough, but I wanted it near my bed and the noise isn't that low even on the lowest setting, and there's this annoying noise (faint noise, but you can hear it) which isn't just a breeze or air, it's like the propellers hitting something, but I couldn't find anything wrong, I think that's exactly what it is.
