We have chairs with hollow steel legs and plastic ends (plugs). To prevent damage to wooden floors we have used various products that basically put a layer of felt or fabric between the end caps and the floor. Everything worked for a while but over time the fabric frayed and in some cases the sleeve came off. This product solves one problem: the case. This is a transparent silicone sleeve that attaches very securely to the footrest. (Be sure to measure accurately as they come in a variety of sizes.) Great grip and while crisp, they're unobtrusive. But it's really a stretch to call the underside a "felt pad". As you can see in the photo, this disc of material is 1.2mm thick at best. I doubt they will last more than a month on our heavily used chairs. To be fair, since the bottom of the sleeve is flat, just gluing on new felt pads will suffice. Remember how thin the felt pad is. Otherwise would have given 5 stars.
