Doesn't work from the start

What's the use of something that stops my dog from barking if he's not charging? When I received this device, I plugged it in to charge. "Charged" during the night. But when I turned it off the next morning, nothing, it did nothing. I've read the instructions cover to cover and tried everything. My fluff continues to bark incessantly at everyone who comes to our house. Even family members.
