One of the brackets is slightly loose and rotates slightly when the cables are moved

I used this mounting system with a 1970's finned aluminum rocker cover on a Chevy small block engine. The valve cover and gasket were too thick for the bolts that came with it and I had to buy longer ones from my local shop. After installation and tightening, one of the brackets is slightly loose and rotates slightly when the wires are moved.
