I installed this device after trying to figure out how to do it correctly. Yes, you can do it without a manual, but documentation is an important part of the product and the company should be ashamed for not making the effort. Telephone to know where to go? Another download that looks like an updated driver does absolutely nothing. I don't know what it is for. If you just want to use it with Windows Hello, follow the instructions or look for other Windows Hello instructions. It is built into Windows 10. It is enough to log in to Windows and any program that is integrated with Windows Hello (including Roboform).
