Non Stick - Flower Arrangement

I'm a florist and have been using flower tape for 30 years so I know how to use it but the tape doesn't stick. The first obvious problem was that the tape actually unwound when I took the roll and removed the plastic wrap. I've never had this before. It was well packaged for weather protection so may have suffered from overheating but I can't comment on that. It stretches and twists on its own, but my finished boutonniere began to unravel and I had to crawl to find the extra ribbon. Not good.
