DO NOT whistle silently

I have a neighbor with two large dogs that are allowed to bark non-stop. . Time. Did I mention their barks are LOUD? I've endured this for two years now. Neighbors do nothing to reduce barking. All. . Time. I was in the backyard doing what I love to do. You know, enjoy the rest? Okay. I've tried the whistle a few times and it is NOT silent as the description says. Neighbor said to wife like what does she do to our dogs? I'll see how it goes. just be careful This whistle is NOT silent. Did I miss it in the description?
