Too large. Definitely NOT for babies.
This helmet is sure to make a great helmet if it fits; However, it shouldn't be advertised as a 'kid's helmet' unless your child is in a much higher percentile. Our daughter's head circumference always fluctuated between 50-60% and at the age of 1 year it was too much, despite the intended adjustment options.
