Cannot be installed due to poorly designed locking clip

Comes with these clips to feed through and tighten the screws. The problem is that the inside of the clip rotates and you may not be able to tighten the screws. Since these are the main bolts that hold the car together and cannot be tightened, I haven't seen a safe way to keep them on my van. As discussed, instead of returning the product I just threw it in the trash.
