Not safe for puppies. for simple collars
XXS only relates to the length. The collar itself is very thick so it won't bend or bend on a tiny neck meaning it won't fasten properly. Attached bells to a huge clip, too big for a collar and definitely too big for an XXS puppy. The gems are attached to a piece of plastic cord and then sewn onto the choker - the corners pop right out of the box and I'm pretty sure the gems pop right out with minimal effort. If you care more about your dog's safety than their cute factor, don't buy this.
