My chair legs are not .99. More like .75. They work with thinner chair legs. This may sound strange, but I've tried it and it works: use tape on the leg to add thickness around the chair's thinner legs. Then slip this silicone leg over the band and fasten accordingly. It may take a while but it works and my chairs slide well without scratching my new red oak floor. You can use any type or color of vinyl tape as the silicone will bond to it and hold these sliders in place. So far after a few months of use they still fit and feel great!
