Ratings from multiple sellers are collected together, so you need to look at the seller's rating as well. I read many reviews about dirty towers and promised accessories (mouse/keyboard) that weren't included. I was pleasantly surprised to receive a brand new looking tower, shrink wrapped and double wrapped in special packaging to protect it. Be careful unpacking - the Bluetooth adapter (in its small packaging) flew out of the box when I pulled the tower out and I almost missed it. The equipment met my expectations and the assembly was easy. It even came with a small sheet of troubleshooting instructions that I don't need. Also glad not to find any viruses. It came with a trial version of MS Office which I had to uninstall because my version was outdated, but that didn't bother me at all. I am very happy.
